You can try to force the ones that make money to pay for the needs of those that don't, but in practice it doesn't turn out well.

I don't know by what measure you think those kinds of arrangements have failed, but there are plenty of redistribution systems that have worked very well at lifting swathes of people out of unfortunate situations.
