I don't even know what exactly both PSG and Mbappe want.

Is simple.. PSG don't want to lose and Mbappe doesn't want to play for PSG again so both want something that's important to them.
Playing for Madrid is Mbappe's target but it would be a shame to go to Madrid after ditching them when they came calling. I think he should go elsewhere and  not Madrid. EPL will be the best place for him at the moment until his contract runs out completely.

That still not how this things work, yes PSG needs to agree deal with an club yes but the stumbling block still remains that a personal agreement between the player and the interested club needs to be made also, with Mbappe not looking to move anywhere aside Madrid has actually put PSG in a bind. So even if both Liverpool and Chelsea or any other interested clubs reach agreement with PSG it is most likely that the will not pull through because Mbappe will reject those clubs.

This senerio is similar to what the Dembele situation is currently, PSG needs him to agree a personal deal first before they go ahead to pay his release clause. This situation still puts Madrid in a comfortable position to sign Mbappe. And by the look of things both the Player and Madrid are actually looking at doing this business next summer as till will benefit both parties and not PSG

Ousmane Dembele's injuries is what has hindered the Frenchman from becoming one of the great footballers of modern day football. His athleticism, pace and dribbling abilities are simply out of this world and if he can overcome the plague of constant injuries, he'll make great signing for PSG

Dembele has only one year left at Barcelona. He will be available for a free transfer by January. Even if PSG can't sign him tomorrow they can still make this happen in January. It will be only up to the player's decision to go there or maybe extend with Barcelona for another year.

Well, Liverpool is definitely making some positive changes. They are trying to make the whole team made out of younger players. I know that the things which are happening currently in the marketplace. It is better to bring in potential players who are going to cost less for the club instead of bringing in players who are going to cost a huge amount of money. Because there is no certainty that that player who is going to cost a lot of money will actually perform well.

Well we can also say that Liverpool is very cheap. Otherwise they could have brought in expensive players. But anyway, I also like this move as well.

Liverpool are taking the steps needed for getting better this season. I only doubt Lavia's performance if he is transferred. Because he is only 19 years old now. Finally chelsea has found a replacement for mendy which has been joining in arabian club. Im feeling so confidence if sanchez will be able to play as good as kepa. Both of goal keepers owned by chelsea were coming from the same country.

There are at least two clubs that are targeting this player, apart from Liverpool there is Chelsea and Liverpool really hope that the transfer of this player can be carried out soon and an offer has been officially submitted to Southampton and the value is not cheap for a player from a relegated club who is also still quite young.

He has about a year left on his contract at Barcelona. Left for me, I will allow him leave now. Liverpool are only interested in Kylan Mbappe and they are not serious about spending big money to buy players, especially with the amount you mentioned.
Chelsea still have the possibility to spend 300 million euros to get Kylan Mbappe because Todd Boehly has shown seriousness in spending players during his time taking over Chelsea from Roman Abramovich including bringing in Enzo Fernandez at a high price and I have no doubts in Todd Boehly if rumors Chelsea will submit the offer on Mbappe was correct.

I don't think the offer from Chelsea or Liverpool is going to be serious because I know Mbappe prefers to play in Real Madrid and that's the main reason for him fighting the owner of PSG this season, he was even close to signing a deal with Real Madrid previously but they couldn't and now Mbappe won't lose the chance this time to play in Real Madrid.

This news is now quite busy because seeing from his condition it looks like Dembele is not too satisfied with the new contract salary he will receive because Barcelona will only give 6-7 million per season which is clearly not what Dembele wants because he still wants more than that.
On the other hand but looking at the current conditions, Barcelona will definitely buy time at least 1 day if indeed Dembele wants to leave because Dembele has a release clause of 50 million today but it will change to 100 million tomorrow (August 1) so they will not mind if Dembele leaves for tomorrow because they will still profit greatly considering Dembele's increased clause.
