I don't think City will pay such a high amount of money. It can already be considered the best club in the world and there is not that much missing in the team. All lines must be strengthened by Manchester United, including the goalkeeper who will be left by David de Gea. The midfield is the point where the balance of the game must be maintained there, so it is agreed that they have to bring in additional midfielders to go through next season. For strikers, this has been a problem for Manchester United since previous seasons. As you said about Rashford even though he is already there but in fact he is not a targetman if you look at it from his original position because indeed he is a winger only because there is no striker anymore because now if we see pure strikers they are only Weghorst and Martial which cannot be contribute a lot, of course you have to make a new scheme now by looking for attackers who have instinct there.

I think that Manchester United is fine with the attack, but it would be worth it to strengthen the middle line and especially the defense. Ten Hag will be much more demanding in the new season, as he has already received a lot of time to adapt and now they will demand great results from him.

What Pochettino can do with Chelsea is not yet clear, but the first thing he would need to improve is the team's attack, so Chelsea definitely need a strong striker who could score a lot of goals, attack was the team's main problem for the last half of the season.
