Voting is a good way to test whether it is a good project .  But how to effectively prevent vote cheating is also a problem

Well you can't totally eradicate vote cheating. But I don't think that's a problem, the more the platform will be used, the harder it will get to cheat. At one point you must trust the community, like every website which has a rating system.
