Probability is 100% (in the long run), why were you changing the hi lo time to time? I've seen worst at 80% winning chance(I was doing something similar to what you are doing), just bad luck.

Why can't he change hi lo? I usually see who don't change hi/lo had a long(over 10+) loss streak. When we have bad luck, change hi lo is needed.

My dice strategy is change hi/lo when I lost, don't change when I win. And my method is very effective. Winning about 10btc from this method.

Thats just luck and if you think that you "method" is making you win then you are mistaken. Its not your method which is effective, its just your luck that's making you win.
Changing hi lo hardly makes any difference cause the probability remains the same.

I prefer play with high multiplier rather than low one.
Yes, with low multiplier , you can expect bigger win chance so you decide to make bigger bet eventually loss all.

This is essentially done so that people don't choke out the website resources and do not great website failure. If they allow bets without any delay then the number of bets made per second will itself make the website collapse.

Go to: https://pd3.co/
Look up some random users stats. If it shows an error, or is blank then primedice is down
If it is showing the correct stats, then primedice is not down.

That's a nice way of doing it. But its better if you use some site like isitdownrightnow or some service like that, there you can also know that from how long the site is down.

But then what do you use if isitdownrightnow is down, you could be totally screwed
