The presale will start in April and it is normal you didn't find anything about how to participate in it because we will soon update the community of the process to follow to whitelist for the presale.

It does not resume itslef by "keeping 60% of the tokens", it is way more than that.
42% is allocated to the token sale. But think where does go all the rest. It is not kept for the team (who gets 10% along with early backers and advisors) but spread between important places like partner's network, market-maker liquidity, incentives for the merchants and users, RCF (Reserve Credit Fund), and more.
The token allocation was thought in the most efficient way for the COTI network to succeed.

Wanted to ask the related question,actually,maybe the same one.What do these mediators have to loose in case they choose to be dishonest or are bribed by other participants of the network who wants their invalid transactions to be validated? Also, how is these mediators different than a trusted third party?

Each transaction needs to be attached to two previous transactions in our DAG, which we call the Cluster. However, we don't just attach them randomly, but the transactions are attached in accordance to their trust score (of the sender who sent the tx). This means a tx with trust score 60 will most likely be attached to a tx with trust score similar in range. This is how we create a chain of txs with similar trust score - or, Trust Chains. for each tx in the Trust Chain, it will be finally confirmed when its accumulated trust score achieves the predetermined therehold.

 what extent is a mediator personally responsible for their response, and what kind of insurance is in place to protect users and system in case of human error/system malfunction/identity theft/foul play?

The mediators are working in cases of dispute resolution needed between two parties or more. therefore, They do not approve transactions but rather solve them if needed. If they choose to act maliciously, although their identity is not reflected, they are the main losers as they can loose the tokens they stake.
