The total supply of COTI tokens during the formative stages of the network will be limited to 2,000,000,000 COTI. In order to ensure that the COTI network is able to introduce additional tokens into the supply at a later stage, an additional 2,000,000,000 COTI will be created and locked in reserve. Any release of tokens held in the reserve will require the approval of a majority of mediators distributed across COTI's network.

Explain me please the following - when current transaction confirms previous transaction , how and hwo checks a balance for a wallet/address? Every node which comfirm previous 2 transactions should make a request to fuul node, which uses History nodes to get all transactions to confirm positive balance? Or History nodes do not this checking and any balance sheet after each Clusterstamp is used for these purposes? Who and how checks a positive balance to confirm transaction?
