depending on how long you want to store these coins, if only for a few days or weeks sell when the market is green and buy back when it is red, many people always buy when the market is green and start panicking when the market is red then sell it (cutlose).
if for the long term maybe you can sell at the end of the year because of the chart at the end of the year the market is always going up.

What if you have some altcoins, what will be your strategy to use that coins? Is there any specific best time for every altcoin and when it is going well and we should sell ?? 

You need to follow the development of the coin if they are not doing enough update and they are late in launching their platform you can sell it, anytime to cut losses, but if there are updates but the updates will have you wait for months, and there is small profit you can sell right away, the best time to sell coins is how you observe the development of the coin, there is no timeline here.

Of course, Altcoins cannot be sold right now, they have fallen dramatically in price. On the contrary, I’m buying even more coins now. And I expect a price increase of at least 70% next year.

Usdt graphs of many coins looks more logical than the graphs at BTC pair. While using Fibonacci, determining resistance and supports USDT pair looks much more predictable than BTC.

If you are a TA guy and trading frequently you can gain more while trading at USDT pair instead of BTC pair.

Of course sell point never change. Partially buy at support and partially sell at resistance.

It is up to each altcoin. There are some shitcoins that haven't real potential and already deads, no working product, and very lazy devs, in this case selling them at any available price is a unique choice.
On the other side, there are actually a few altcoins that deserve a long term holding, like ETH and BNB, for example.

WHo be patient usually can get their profit maximized. I mean although we not really know when price of coin that we hold will be very high, but with not panic or maybe stay to be patience make us not sell it in cheap price that can cause we lost in investment.

People divided in two groups.
1.Technical Analyze working
2.Technical Analyze not working

I am in both sides. With following technical analyses, you can not be on profit. BTC mostly does not listen technical analyses.
By the way with good studied technical analyses you can guess what to do when a price of a coin come to certain point. You determine your points earlier and do what you planned to do when the price come to your analyzed level.
Basically, resistance and Fibonacci levels are good points for selling the coin.
Can it go higher after you sell? Sure.
But there is no limit and you must determine the limit for protecting your profits and control your losses.

Altcoin is currently very disappointing, because the price is not reliable. but I agree with you it's time to save or buy potential altcoin, and hope by the end of the year there will be a significant change.

It really depends on the coin. If it's one that has a lot of FOMO but not much of a long term value I sell it as quickly as possible, even if the profit is small.

But the ones I think have a nice future (e.g. BAT) I hodl them, selling only small chunks of them after a good pump, only to rebuy more later. Thanks to the latter practise, my alt coin portfolio hasn't suffered much (in $ value) during this never-ending bear market. Hopefully the tables will soon turn :/

The market is giving some indications that it is about to turn, alts especially are performing really well, but what we do not know is how long will this last, the last time the market was giving this very same indications the market suddenly crashed in a matter of hours and I am sure many people are going to be very nervous the same is going to happen again so it is likely that this time around the growth will be slower, but as long as this is the beginning of an altcoins season I do not mind how long the growth takes.

It will depends on what altcoin and how much your profit selling it. But i think its better to sell an altcoin once the value of bitcoin increase then buyback when btc falls back again.

And i think it its much better to gain more BTC than dollar since if you are accumulating more satoshi then you don't care if the value decreases since the price of it could rise up more then you can buy and sell an altcoins.

My eyes will keep saw the price until i get a small signal the price will drop, then sell it.
Some altcoin i prefer to HODL for long time, like Dogecoin and Litecoin. Because i see that altcoin have good community.

There is no fixed best timing and data history is a perfect proof for this. It always differs. The strategy you mentioned is probably works well but I would not call it super professional if it's (price above ICO) the only factor to sell them. Although most altcoins go down after hitting a price over ICO, it does not mean it happens with all. You should count the project itself as well. How reliable it is and many other factors. The strategy that you are talking about is very popular among the majority of traders with less understanding of trading.
