It is not propagating because it has insufficient fees.  There is no bug here.

Can you dumprawtransaction and paste the output here?  If you do I can explain why the fees are insufficient.  I'm guessing it has an output that is too small and thus triggering the fee penalty?  BTW, what client created this transaction?
I generated this tx with my code, but it was an earlier version and might have had some problems. I was not awareof a fee penalty, it is as follows:

I used the latest QT Litecoin Core version v0.10.2.2 (64-bit)

I guess my question is how did this tx get accepted locally (and in other nodes) if it has insufficient fees to be confirmed? And why isnt 0.001 enough of a fee? Are you saying that if the output was bigger, the fee would have been enough?

Yes I think the tx will pass through if you sign it again with bigger output, or you just pay a larger fee.

Been using 2 USB scypt miners and this works but I can't figure out how to add a 3rd miner

On a different more serious note. Now that LTC asics are here and the entire point of scrypt has been undermined (no pun intended) and ltc miners suck compared to bitcoin asic miners- what on earth is stopping Litecoin developers to change litecoin algorithm to multiple algos including sha256???

Such a switch has been done successfully - Digitalcoin devs did it months ago but DGC has other issues like missing size and popularity and fairness. Seriously though, why waste more power/heat on an inefficient mining algorithm than necessary? Everyone still in mining owns sha256 Asics and some might switch to LTC mining after (or even before) BTC is halving. I know I would. It would be a revival. If there is to be a future place for LTC it must have some purpose, some development other than being a means of speculation for russian whales at/and BTC-E.

Switch to multiple algos X11,Sh256,Scrypt!

I think you should add more coins. Other similar apps have much more.

Adding more supported exchanges can also help.

Only three is just too few.
