Enriching is only a little step of this process. It's possible to have a fuel and even own technology while being unable to use it within another environment. And there are some examples of the consequences.
But... the technology to do it is American, not Russian and we can also produce it.

Any referendum would need a campaign, a free campaign from both sides, public discussion, time for put the observers and prepare the operation.
