Yes the dev is "ByronP", he is often around in chat on site or can be PM via the user messaging system on banx.io (@ByronP).

Volume is small but growing, and has some good volume and liquidity for coins like Blakecoin family (BLC, PHO, UMO, uses blake algo) Mangocoinz (MCZ), CryptoBullion (CBX).

CoinMarketCap only lists and tracks about 1/2 of the coins traded there.
