Champions League football is priority for him but then his weekly wages is a great concern for several teams now in Europe, every team are spending smartly trying to not go against the FFF rules. I am not surprised Cristiano Ronaldo refused from Saudi Arabia, because indeed he still wants to play in the League where the League is the favorite for now.
