Robert Lewandowski won't make it to any Premier league club this season after Bayern dismissing opening bids for him. The only team that could win the race to sign Lewandowski is Barcelona but due to the current financial instability, I don't think the bluagrana are ready to suit him in their team. Barça is the only team that can sign him and Lewandowski already have the zeal to be in the club. With the way things is going with Chelsea, signing new players at late hours always results in getting bad players because good players in the transfer market may have been taken by other clubs. Chelsea performed below expectations in the last season but going forward into the next premier league with the wrong foot forward is a bad one.

I don't think it's a matter of the owner, but the manager who decide or not to sign a new player. Because manager is the one who know their players and find a missing part to complete a perfect club, but owner is just an investor and hear the suggestion from the manager. The reason why they didn't sign Lewandowski yet because he's more interested in Barcelona.

Right now, Chelsea is the most busy team in transfer window with they already sign few quality players but still have desire for few more like De Long Robert Lewandowski and Raphina mean they want to fill their all weak points but right now most chances they have very few chances for having these players in their team because these all are having desire for playing into Barcelona, and they are also doing their best for having them in their squad even facing some serious troubles regarding their finances.
