Yes this is true! Many young European players have a great possibility of playing in some European team, of course, there are teams that are the elite of Europe, but there are also teams that are of a lower quality.

Maybe for some people soccer is a sport for poor people, but for me it's not. I feel that soccer is actually a very expensive sport. And even if soccer is a poor man's sport, look at how popular it is now, it even ranks as one of the most popular sports enjoyed by many people in the world.

Football is definitely the most popular sport in the world. And if someone says that football is the sport for poor people, I will definitely say that he’s pretty dumb to think that. Football is the sport of the world. From tender youth to wise old age, from affluence to poverty, it captivates the hearts of all indiscriminately.

And if football was not played by rich people, why football has been attracting rich people towards the game? And why football is one of the sport which pulls the most amount of money? Europe leagues are better than the rest of the world leagues and when we talk about the top 5 leagues we are trying to compare the incomparable.
Bundesliga and the other top teams in Europe are financially better than most of the other teams around the world. They attract people from around the world because they offer the advantage to play and live in an European town. Their salaries are quite good comparing to Brazil I assume. Young talents of Brazil were picked early by European teams. Obviously Brazilian play a lot of football since the younger age so their talents improve a lot.

I completely agree with you saying Germany got a much better situation with coaching the younger talents because regarding Germany, in their country, they usually try to use the younger talents and invest in younger people by paying them more attention and having a bright future these younger people, but still, in Brazil, we know football got much higher priority and any kid in street plays football even if they don't have a ball, they use the other objects instead.
Here can see paying attention to younger talents will give much better and stables result if you compare these two countries. 
Germany is richer than Brazil so they have better infrastructure and invest more in grooming young talents. But Brazil seems to be blessed with talented footballers. Most of these players didn't have the privilege of going to football academies like we have in Europe. They develop themselves by playing football on streets and ill-equipped pitches. The Brazilian league is filled with talents that become world-class immediately after they get to Europe. I think this is also the case in most South American and African countries.

While soccer is incredibly popular at Europe I have no doubts that Brazil and Argentina have the most intense fandom to the point it can be considered a religion there, so even if kids at those countries do not have the same support network in place they can thrive simply because there is a burning desire within them to succeed at all costs and some see in soccer the only way to get more opportunities in their lives, so it makes sense Brazil and Argentina can generate so many talents.

In case of Argentina and Brazil, most of the residents are descended from Italian and Iberian migrants. These two regions used to be football powerhouses in Europe and the same has been transplanted to Latin America. And in terms of absolute population, Brazil is larger than any of the European nations. That also helps. But despite having so much talent, the local leagues in these two countries are in very poor shape and most of their players are forced to participate in European and Arab leagues. And this will have a negative impact on the long term.

Certainly now scouts are much more attentive to good players, not only from Brazil but from all over Latin America, because the Arab Emirates are "stealing" European players with offers they can't refuse and so it is necessary to try to fill the gap occupied by these players.

Not only in America, but all over the world we have excellent potential players, the big clubs just need to have a less discriminatory vision and know how to see these opportunities, invest in new players.
