But I highly doubt the governor might approve it without any further investigation about the coins. The decentralised nature of Bitcoins might be the reason for which the governor will delay or might delay.
In my country the responsibility of the state governor is to authorise/deny the proposal from the state government. At times these governors just delay without giving any conclusion on the proposal. At times the governors direct to the union government. Based on the response will be the decision from the governor. What OP have done is really appreciable and great effort. Bangladesh won the last match of Super Four Asia cup by 6 runs against India. Amazing performance by team Bangladesh. Bangladesh score 265 runs while batting first in a loss of 8 wickets in 50 overs. India chased down the target and all out 259 runs in 49.5 Overs. Shubman Gill played an important innings of 121 runs in 133 balls. What do you mean exactly by "global economy collapse"? This could be interpreted in a number of ways. Let's say though the global economy crashes, or worse collapses, I'm not so sure bitcoin is the best place to have your money. Bitcoin is highly volatile, and during an economic downturn people tend to sell their assets, especially the riskier ones first...so I don't see how bitcoin will help in this situation.
As stated there can be various interpretation for the term global economy collapse. Based on my understanding bitcoin's volatility won't be the right choice, but it is better than fiat in all means. Till date the bitcoin market have appreciated in value against the fiat that keeps depreciation. All that required is the time to hold for the right moment. When we're in bad economic situation we don't have the choice to hold and nowadays bitcoin have got dependency over the world economy. I'm glad to see Bitcoin is playing by my analysis and will continue to play in line with it as more conditions unfold in its favour. I see the $25,000-$24,700 as the most viable support levels this season and it will take a daily close below this limit before a true bearish stance can be concluded on the coin. Right now, the market is not doing very well when it comes to Bitcoin's value. Although the price has increased a little, it is still not enough to continue its rise right now, I see that it can still drop below 25885 this day, or else it can continue to go up to 27100 tomorrow.
But of course that still depends on what happens, because we know that when there is good news, whatever it is, the price value of Bitcoin will surely pump, and if there is negative news in crypto or Bitcoin, Bitcoin will obviously dump. The logic is also simple: when the value of the dollar drops, surely the price of Bitcoin will rise, and when the value of the dollar increases, Bitcoin will drop.
