I'm going to assume we're talking about bitcointalk accounts here.
The value of accounts are still there, even if the trade for accounts seems to be in a 'frozen' state. As long as signature campaigns are alive, the accounts will have it's value.

Even without signature campaigns, sold accounts help people trying to scam via taking out no-collateral loans based on trust or just scammers in general.
Most of the time it seems like selling your account is just taking a cut of a loan scam, just without being forced to admit the fact that you're involved in a scam.

How would we run this bot? Do you download this bot on your computer and use it with your phone? Does this bot work for iOS and Android? (As Android has a lot weaker security than iOS)

Most versions of the bot out there just need your computer, no phone needed.
Emulating an android device on a computer is very very easy.
I can't confirm if it is the case with OPs bot but it is most likely.

Sorry I don't understand your question. Do you mean is gps spoofing bannable? Right now there are only soft bans, which prevent you from catching pokemon for a couple hours if you switch locations too quickly

So there is no risk of being permanently banned? If the account stops working for whatever reason, will you replace it?

Also, what is the highest CP on the accounts?

I know that currently only soft bans exist (you can't catch pokemon/interact with gyms or pokestops for a certain amount of hours, always less than 24 hours, usually more than 30 minutes)
It is possible that eventually spoofing will get you banned, but it is rather likely that Niantic will not retroactively ban accounts but start banning accounts who spoofed after they introduced it.

I just saw people offering upto 300$ for powerlevelling to 30.

I first thought I'd buy an account from you and resell for Paypal there, but I'm going offline soon, and there's a good chance most of it will be gone by tomorrow evening .

Accounts in the low 20s still seem to be going for 100-200$ and I've seen almost no offers of high 20s/level 30+ accounts, so you may be able to get 300+$.

The only problem is you'll likely need to deal with Paypal.

You say it does cost 4.4$ right? so why in the world someone would sell it to you for 1$? maybe only cracked or stolen accounts yes but then you risk your 1$ so better buy your own account and be safe and not lose 1$

It's one of those download services, so it is very likely somebody could have an account that they needed for a single download but need no more.

Despite your recommendation to run it through an antivirus, I still think it wouldn't be too hard to add a line or two to the code in the version of bitaddress/vanitygen that would either a) send the info to some server somewhere or b) bias the generation of addresses.

In order to truly ensure that it was secure, you would need to get a copy of everything on the usb from a reputable source and perform a diff to ensure that no malicious code was added inside it. And at that point, just downloading it from the source would be easier.

Also, I doubt you'll get people willing to integrate VPNs and captcha solving for under 20$. Even asking for a non-macro solution (runs in the background) may be a bit much.

Why does paying in btc automatically mean people will pay peanuts? Most wouldn't do it for $5 in dollars. That might be a couple of hours work plus rendering and upload time of another 2-5 hours. Either way good luck with it.

Pretty much automated, you don't need to actually do anything.

I'd guess this may take a bit of time for your computer to render/upload it, but I doubt it would take more than 15-20 minutes of you actively working on it.

You can do it legally/legitimately here: https://developers.google.com/custom-search/json-api/v1/overview#prerequisites

It costs 5$ per 1k, so 25$ (0.043 BTC) for 5000 of them.

Any scraper will need to change IP addresses frequently as google detects and blocks this activity.

You might want to try selling the Amazon Gift Cards through purse.io if you are legitimate.
They act as an escrow and mediator, and offer rates from 50% to 95% for gift cards.

Your calculation seems to be wrong. While we say a dice site having 1% house edge, does it mean that player has 99% chance to win? No. It means the players has 49% chance to win. Similarly, here, if they make it 8x return, that would mean, they are running on 0% house edge. Your demand of 15x return is absurd, as it would mean -ve house edge, i.e. house is certain to lose in the long run. 4x return is 25% house edge, with the chance of 400% return.

My calculations are definitely correct.

What is House Edge?
The difference between expected value and 100%.

For example:

I say that you can flip a coin. If it is heads, you gain 1.5x profit, if it is tails you lose it all.
Expected value = 50%*1.5x + 50%*0 = 75%
So the house edge is 100%-75% = 25%

Why does this game have a house edge of 75%?

One in 16 games gives you 4x the money.

So Expected Value = 1/16*4 = 4/16=25%
Hence, house edge = 100-25=75%

You did not consider the fact that, unlike dice sites, you can bet on multiple options at a time here and thereby significantly raise your chance of win.

That changes nothing. Let's say you bet 1 BTC spread across 5 different options. (0.2 BTC on each option)
The expected value (average winnings) is 5/16 chance to win * 0.8 amount won = 0.25 BTC

What if you had normally bet just 1 BTC on 1 single option?
1/16 chance to win * 4 BTC amount won = 0.25 BTC expected value

The expected value in both cases is 25% (0.25 BTC / 1 BTC) and hence the house edge is 100% - 25% = 75%
