Your friend does not know what he is talking about. You will want to create an account at an exchange in your country and fund it. Any shortcut is just going to end in a scam. We see this a million times a day here.

I fully expect that in the future my car will sense that it needs a charge then go take of it without me. Next time I get in the car will let me know that it's bitcoin wallet is getting low. With bitcoin machines can transact and there is no need for me to be involved.

And how do they store the private keys of their Bitcoin wallets? They would probably use paper wallets because their phones and computers could be infilitrated easily or could be destroyed. But by using paper wallets, they have the same problem as with fiat money. The paper could be burned through bombs. So, there is no really advantage using Bitcoins over fiat money imho.

If airstrikes are currently targetting buildings where they hold fiat currency, I wouldn't be surprised if they convert part of that money into bitcoin and various other assets.
I don't think news like this makes Bitcoin look particularly bad, Isis probably also converts money into gold etc.

Although, this is yet another shady thing that Bitcoin is connected to..
Their phones are better protected than one would hope. They not only have the phones, but the phone lines, the switches, the cell towers, everything. If the police want your phone in most places they just ask your service provider. In the Islamic state some spook may have a hard time listening in on an encrypted conversation.
Bitcoin is money and money has broad appeal. It really is about wealth and power not bitcoin. In fact the official currency of DAESH is minted in gold, silver, and copper. The image below shows the coins they mint.

Scammers are not banned here. Think of how much effort would have to go into deciding who is a scammer. The mods would be cops not mods. Just remember that most loans are scams and avoid them altogether.

I no longer consider fiat as "real" money. Only bitcoin and gold are real to me now. So to answer your question... No I would not part with bitcoin (real money) to buy dollars.

I can't imagine them not using bitcoin. By them I mean DAESH. There has not been a group called isis in years now. The rest of the world calls them DAESH if they hate them and IS if they are supporters. But yes. they do use them and it should come as no surprise.

No one here knows anything you don't know. But I would just buy and spend whenever you need some for shopping online. Watching the price all the time is a waste of time, IMO.

Collateral has to be worth more than the loan.
