I think Lukaku was very integrated into Inter Milan game last season so they should be able to bring Lukaku back for next season.

Seeing Lukaku stature which is quite large I think he will be able to play in the next few seasons and there is no big loss for Inter Milan if they buy at 30 million. I think Chelsea set a selling price too high for Lukaku which in the end was very difficult for Inter to accept. Lukaku is still good, but I don't think his value is higher than 30 million euros, but Chelsea want Inter to pay more. Loan options are being discussed, but it seems Chelsea just want to sell rather than put him on loan again.

Christian Pulisic is very close to AC Milan but this player's performance has been very lagging with Chelsea last season so I don't think this is a good option for AC Milan.
So far AC MIlan has not made any moves in the transfer market to make their team stronger in the next season even after the departure of andro Tonali who even though he has received fresh funds for AC MIlan because such a large transfer was made by Newcastle but AC Milan has not used those funds to buy some other good players.

I believe Pulisic can prove his quality with Milan if he officially joins them. Pulisic is still very young at 24 years old, he still has the potential to continue to grow at Milan and could become a club legend one day. Nobody is going to offer anything more that 40 million Euros for Lukaku, except clubs from the Saudi league and he has made it care that he doesn't want to go to Saudi Arabia. SO in my opinion, its best for Chelsea to just sell Lukaku at the price that Inter have offered. Chelsea do not want to keep Lukaku so what's the point of dulling the deal. Lukaku would surely be sold and if Chelsea don't sell now they might sell him for a lower price late on in the transfer window.

Well, I think that even clubs from Saudi Arabia are unlikely to risk buying Lukaku for 100 million euros Nevertheless, the strategy of buyers from Saudi Arabia is a little different and consists in signing free agents or buying at least for several tens of millions of euros and the main emphasis is on fantastic salaries by European standards. I also think that he is certainly overpaid and also overhyped. Whatever he has achieved so far in his career was with really great squad. He achieved things with squad that any coach could have done well with. But at the same time, it is also true that he has certainly done well with Roma in the last season. Maybe not as well as some people expected.

But I will say that as his first season as the coach of Roma. He certainly did a decent job. I think Roma is going to give him time. If he is given enough time and support money, he will be able to achieve better results in the next season. I also believe Roma should not change the manager right now. Lukaku might be in his 30s but when it comes to delivering performance he surely doesn't disappoint and I think inter will be well aware of this as lukaku was a prominent figure in their achievement during their last season performance although they didn't secure the title but reaching the finals was a major achievement for them and making a permanent deal  with chelsea at £30 million for lukaku won't be a wrong move if they know his Worth.

At this moment Lukaku is actually causing a lot of problems for any team that he is associated with. And I don't think anyone is actually going to want that type of headache on the team. If it was me being a coach of a team I wouldn't have wanted Lukaku to be in the team. At this moment he is just a problem. The problem that needs to be fixed.

It is true that Chelsea really needs to sell him. But Lukaku is causing problems because he is not happy with what deal he is getting. Chelsea has a unique problem on their hand. As much as they are going to delay the cell they are going to get less money.
