Regarding Napoli, I wonder how they want to make the team stay stable for the next season. because as far as I can see in the news they are losing many players and they even lost their coach for the next season while we don't know how Rudi Garcia is going to perform as the manager of Napoli for the next season. They could save their coach Spalletti and have a better situation for the next season.

It was Spalletti wanting to move away and of course the management of Napoli was not happy at all with what they saw in the Champions League against a mediocre team like Milan which also beat them in the Serie A 4-0 which was why the management immediately accepted and remove Spalletti,he is a good coach but only for Serie A it looks as he has not done well even with Roma outside Italy.

Napoli is happy that they won the title this year after 33 years of not doing so but for the next season I am sure they will take it easy and whatever comes comes,they won't be pushing themselves to win the title at all cost although it is definitely in their objectives to fight for it again.

They still have the same squad but it's still possible to lose some players at the moment even though it hasn't happened yet.
As for Spalletti's problems he had his reasons for quitting and family reasons even if it sounds like avoiding the season but it needed to be lightened and Napoli did just that so they can be said to have parted ways on good terms.
They must be aware that this will have an impact but on the other hand of course they were also ready when they made the decision and ended the partnership with Spalletti so in this case I think we just have to wait to see how Napoli will do next season because sometimes what is predicted from the start is not true - it really happened and the proof is Napoli itself when last season lost several core players and many people doubted that for them to go through the season including me but the proof is that they are champions this season.

They are even about to make an official offer to Chelsea to sign him permanently. The offer is said to be like 40 million euros. I know how much Chelsea made a loss by selling him and buying him back for a huge amount of money.

But there is really not much of a choice left for Chelsea. They don't plan to have Lukaku in their squad anymore so this is a good opportunity to get rid of him. He needs to be convinced to make this move. I don't know if he can improve his performance at Milan but at least he can stay in Italy just as he wants.

The new owners of AC Milan I think have made the wrong move after sacking Paolo Maldini. Lukaku's performance in intermilan was not so bad as you said. Even though lukaku has failed to bring intermilan to win UCL but his performance was quite well last season. Intermilan was winning a trophy + it has gone to the final of UCL which was a great achievement by intermilan. The only problem if lukaku never had interest to join in ac milan. Acmilan was making the wrong decision to tageting him as a new striker for the club.

There is no reason why Napoli would significantly drop in performance and the clubs you mentioned should significantly increase in performance. I think and expect that this season will be more balanced and we won't see one team taking the lead so early that the season is over months before it would usually end.
