My guess is that c-cex tries to profit buy buying HEAT tokens cheaply. Trying to scare investors to sell by publishing on twitter that the ICO was a failure. Dubious practice - I would be very careful using that exchange.

I think this is exactly what is going on. Mainnet is out already. Hopefully with steady updates price will only go up in few weeks, and they know it.
