Yeah, this 4 hours of logged in time is a sort of bizarre account restriction.

I don't think so. It means you have to invest a significant amount of time to be able to freely participate so that limits the amount of people creating throwaways to troll.

Yeah, I had Total time logged in: 1 hours and 20 minutes more than an hour ago, but now it still shows just 1 hours and 40 minutes.

Does it reset to zero after I log off, close the browser or shut down the PC?

No, it doesn't..it keeps track of how much you spent online before leaving the forum

It can tell when you're active, not just having a window open and the site up.

I think the restrictions are reasonable. Takes awhile to figure out what bitcoins are all about, etc.

If anything, I'd probably up the minimum time a bit before newbies can go elsewhere. "Lurk and learn" is always a good philosophy.
