It is impossible to tell what is going on.  The website looks great, but I swear that the information is different than the last I saw.  I saw no mention on the site of ETH, or a ETH group.  You can have an alt coin that exists separate of another and then code that coin to feed value into a side token, that provides a private off chain token for the division of tokens as per the controller of the coin to keep fluctuations in value slower and less torrential.

I have seen a few ETH groups that deal with other coins and those coins have technically nothing to do directly with the ETH blockchain.  At the moment, it looks like a normal coin launch, independant of ETH.
