I don't know how a small dip can indicate a large upward move, especially since there was a complex prior dip in 2019 that had many ups and downs all the way from 13.8K to 7K, BUT
there are other non-chart indications:

Currently there is a mad scramble to purchase miners.
Maybe it is because some company in US ordered 17-18K of them, maybe some internal squabbles at bitmain.
All I know is that ALL bitmain miners are sold out until at least Nov 1.
If this in not bullish, then I don't know what is.
