Prawn farm. I've seen plenty in Vietnam. They are typically on the ocean for easy access to new water. I stopped eating farmed prawns after seeing how they are raised.

Looks like water treatment, sewage treatment. No sewage in the system so either repairs or demolition. Could possibly be reused for fish cultivation.
