ICO wouldn’t be banned in Russia
That’s what we have heard at blockchain workshop in Novosibirsk on Oct 12 from a member of expert council in Russian government.
If you want to do ICO don’t issue token as a security, and it would be law compliant.

According to definition of soft cap, the project would not go if we don't reach that. But we are going to reach $20-25M level, and $8M not only shows budget necessary to do project successful, but also our understanding of support from our investors.
