You can tell your friends to buy PRL on EtherDelta (http://etherdelta.com/#PRL-ETH). Just check https://ethgasstation.info/ to see how much gas is recommended and all transactions will be trough in few minutes.

Don't listen to the rumors. Only if it is confirmed by the exchange itself, you should listen.

I do not think that he will bargain on this exchange, since to trade on this exchange it was necessary to pass verification. Now this exchange is very strict and rarely adds new tokens and without verification there is likely not to sell. This exchange is regulated by the USA and it adds only legitimate tokens with legitimate projects
Now even the bounty award will not get until you pass the verification. I'm talking about big projects

I don’t see why Oyster cannot be listed on Bittrex. Actually the dev was originally talking about a big exchange and I think he was referring to Bittrex. Bittrex is known for adding projects with promising tech and Oyster is definitely one of these.

Dev Bruno applied for Bittrex but I imagine almost every coin applies there. It is up to Bittrex to decide wether they will list a coin, so Bruno knows as much as we do.

I'm not sure, it depends on the network state.
Usually it's not too overwhelming. If you scan the IOTA slack you should find some information.

If i upload a file, where does the file get stored?
only on my computer in the browser or does other users store parts too ?
Is it possible that 1000 users can download the file with high speed at the same time ?

Yes 1000 users and even more can download the file simultaneously without any noticable slowdowns.
Download slow-down only occurs if the requested IOTA nodes get too congested.

Since any IOTA node can be used to download the data, it means the entire IOTA network would need to become overloaded before download speed is affected.
