Yeah, it's common that right after the start of the ICO, the investment-rate is the highest, slowing down a bit and then before the end of an ICO rises again.

Maybe the person was waiting for the results of pre-sale. And he decided to invest. Of course, there is a difference, but it is better to be convinced of the project and lose 10% than to lose all the contribution.

Gas Price with 21 Gwei is to high, i set it at 2 gwei and the transaction finished in under 1 minute. For what 21 Gwei?

The right question is, why website is showing 3441 ETH* raised when smart contract shows that amount minus 3000 ETH ? I hope it's some kind if typo in their scrypt

I believe that credible companies, grow their presence organically. Using other methods is devious and technically a scam.

 With that said, I will like to inform that VLB is using a paid slack group to bolster up their thread count. 85% of the post on this thread is made by this group Their members are paid in tokens to show interest in an ICO, and they usually disappear soon as the ICO is complete.
 This paid members create a fake interest in an ICO to lures in investors, I personally view that as a scam and should be addressed.
 
  So, i have decided to fight them at their own battle. Since they cheat to stay on top, i will make sure this post is present on every page until the ICO is complete.
I BELIEVE ITS ONLY FAIR TO A PROSPECTIVE INVESTOR.
