Not quite.
These are not Samsung's chips. They are fabricated by Samsung, but Samsung does not own the design or the rights to sell them on the open market. Its the same as say how Foxconn manufacturers the iPhone for Apple, does not mean that Foxconn can then turn around and start selling the phone to anybody else that wants to slap their logo on it.
There was a press release a bit over a month ago from a company called Ebang that claimed to be preparing to release a miner and that Samsung was fabricating the chips for them. However, in that press release I believe they claimed it was going to be 10nm chips, the press release from Samsung claims the chip is 12 or 14nm though I believe. The press release from Ebang was originally in a Chinese language though and the Samsung one was in Korean... so something could have been lost in translation.
Its by no means whatever company just slapping a metal casing on something... what Samsung has done here is just fabricated the chip according to somebody else's design and all the R&D effort they had to put into it. There is additional work of still needing to design the software to interface with the chips, pcb designs, etc.

If it is Samsung that will be supporting bitcoin by any means, that would be awesomely great! But, if they (Samsung) just announced that having a hardware for bitcoin users doesn't actually count as that ''support'' kind of thing that we've been looking for. Somehow they could promote bitcoin thru their trading applications or recommendations by merely putting stuffs like that on their phone. Also, it would be a great help if they will have a payment option thru bitcoin (hehehe).

according to what I read and that the company wants the bitcoin to charge for any model or cellphone maybe their president would be able to get more bitcoins and earn more in investing more if bitcoin is better known

That is correct, as all successful industrial companies their purpose is to make profit, they construct what people need.
The commercial responsible at Samsung know that there is a big demand on mining hardware and producing it will be a lucrative.
But we can't deny the fact that such news will boost Bitcoin.

I think they just produced the said model of the phone because as we all know bitcoin is shadowing other products, and a phone to support the use of bitcoin with a bitcoin app on it seems like a rather intuitive idea as some people would think they are in favor and is supporting bitcoin but in truth they are just doing so because they wanted to alleviate the market damage bitcoin had caused them. I hope other companies like intel and amd would support bitcoins more even if they already did. I think of all the huge tech companies out there, the 2 companies I have mentioned should be making their own cryotocurrency to buy their own products.
