I think it should be a wise gambler rather than a good gambler at all. In some cases like for example in Religion, yes, mostly people out there have their own religion and stuffs, some of their rules or beliefs are not to gamble any money, in other words gambling for them are totally bad. No good gamblers at all, well this is something to be fix because they see us as evil people in the society.

I think a criteria to be a good gambler is to know how to strictly restrict himself from using the money that are suppose to be used for his family expenses to gamble in order to chase back his heavy losses, that is one of the reason why people who are heavily addicted to gambling could often find themselves getting into a very stressful relationship with their family members.

I think a person should gamble if he is having extra money than his needs because in gambling we are not sure that either we will win or not but there are greater chances of loss of money in gambling. So what's the difference between good gambler and being good in gambling? For me, good gambler is the one who can be good in gambling like what you explain. Basically good gambler should be good in all aspects such as money management, choosing decision when to start when to stop, and time management as well. Gambling actually is ought to be a game for matured minds. Just being 18+ is not enough for any one to be able to get to start gambling anyway.
I'll just touch on greed on this note. It's one of the main problem why many gamblers haven't won a game all the time they find themselves into gambling. They just want to hit the sky immediately. Take this for example; my friend for the past weeks has been getting near-winning in his games lately.

And I observed it's because he always wants to accumulate much number of predictions into one game just to increase the potential winning amount , and at the end of the day he will observe that it was either the last two or three games he added to the whole games that destroyed his chances of winning.

A gambler needs to have the qualities mentioned above. But in reality, these qualities are very difficult to find in everyone. Many people never realize these things. I personally understand that many gamblers do not gamble for the sake of money but they enjoy their time when a bet is set. I have seen that some gamblers do not enjoy a live game unless they make a bet. Not everyone is equal. However, I believe that if a professional gambler adhere to the above points and gambles after mastering the virtues, then they will definitely get the success.

this is ridiculous, in any game that involves betting will have an impact on addiction. 
and obviously the players are well aware of every risk. 
if you try to compare with the statistics of gamblers, out of 100 people 99% are addicted and the players are well aware that they are addicted.  this is inseparable from a sense of dissatisfaction, seeking the greatest profit.  even I myself often have difficulty stopping the game when my balance is still quite a lot.  So, according to the criteria you mentioned, will it work for everyone?  I do not think so
