Even if there are fake ICO investors are also getting wiser now, they can see who are frauds and who are legit, investors are still making a profit although there are so many scam projects, these are wise investors who did a great job finding the right one, so we still have a lot of investors investing in ICO.

We need strict regulation regarding ICO'S because most of them are scam and running with peoples money, if there is a regulation this people would be afraid on doing so, people are not interested on investing anymore because ICO'S become a place of scamming people.

There are still many bigger projects who are using the ethereum platform for their projects and they are doing it because of its awarenedd. Many investors find it easy to invest in the projects which are based on the ethereum platform. Tron is just the platform which not many inexperience investors know and find it hard to invest in there.
