Exactly, without bounty hunter, we cannot promote the project on this platform. And bounty hunters play a very important role to promote the project. because of this promotion investors will get to know about the projects. So it's not possible to run bounties without having bounty hunters.

For your short answer, yes.
Long answer is that they don't need these signature in order for them to get investors, pretty much referrals would do slowly. Media will help them also, through news and articles. It is up to their own marketing strategy on how would they promote their projects.
There is no relevance on bounty hunters selling their rewards to the succession of the projects or ICOs in the market.
