You think all the casinos in the fiat world cares what the governments say? They are notoriously not giving a flying flamingo about what they think, they just go to panama or bahama or whatever third world nation they can find that will give them the right to open a place and then they will simply just operate from there and say that they are legal, then they will put out a thing that says "USA and Europeans are not allowed to play" but not ban anyone from reaching to the website, you can totally region lock your website if you want to but they do not do that at all, and then if someone is caught they are like "oops we didn't know, he lied to us as well" and continue living like that.
