I don't think these two leagues fits into the context of farmers leagues because even in the EPL that people claim is the best league, in recent years only 3 different teams has won it, Manchester City, Chelsea and Liverpool worse of in the last 4 years only one team has been winning it, will this qualify EPL as a farmers league? of course NO, teams from this league has being doing so well in Europe and even winning it in the last 4 years. Same thing can never be said for the French league. La Liga in the last 10 has been won by 3 different teams, Real Madrid, Barcelona and Atletico Madrid and of course they have also also been doing well in Europe especially Real Madrid.

Yes Bundesliga has had one team dominating it but i think Bayern's strength is way too much for other teams to cope with but Leverkusen last season did something great that even Bayern has never done, Unbeaten throughout the entire season. in Europe Bundesliga teams performs more better than any French league team PSG inclusive. I think two years ago, the French League was was even out of the top 5 leagues in Europe, replaced by the Portuguese league, it was that bad for them.

Jote and Fofana came from Saudi, so they may not be ready at the moment and it feels like they are just adjusting back to Europe once again. He hasn't been that great, he is playing with 300+ minutes per goal right now, and that is definitely not a good level to be playing but at the same time Rennes is playing badly as a whole team so it doesn't feel like he is doing anything extra bad compared to the team.

If he was hired by a much better team then he would be playing better and scoring better because people around him would be better as well, now he is playing at a bad team and surrounded by players who aren't that great, so he isn't doing anything great.

Some players play great even when they are surrounded by bad players, Jota isn't that good, he is only good when he is surrounded by other great players.

I don't know where got the record of PSG selling their players because of money; your statement makes me think that you are talking about Arsenal under Arsene Wenger who was famous for grooming players to sell at huge profits thereby making the club remain wealthy even though they rarely won trophies.
PSG have been the club with a good assembly of quality players in the likes of Messi and Neymar including Angel Di Maria and Mbappe. These are big names that played in the same club at a time so that idea of selling players because of money is not a PSG thing.

PSG got their first trophy of the season 5 days ago. They beat Monaco in the French Super Cup finale by 1-0 by playing really dominant you know. I didn't expect a surprising result there though. 

Most probably they will add Coupe de France trophy to their museum as well unless we see a big surprise. It is like PSG can do treble every year together with the Ligue 1 trophy. They can do it comfortably at the same time.

That's right. Ligue 1 is dominated by PSG because other teams sometimes only think about business or because of unstable finances so they often sell players who have potential. So if you want Ligue 1 to be competitive, there must be someone who can compete with PSG in terms of finances. The transfer market in the French League is focused on only one team so that its abilities are not evenly distributed unlike the English, Italian and Spanish Leagues. In addition, the French League clubs are not trained by great coaches who can make the clubs competitive. Just look at the composition of coaches in the French League 1 which is rarely occupied by top coaches, as a result only PSG always dominates League 1.

If asked why PSG finds it difficult to become Champions League champions.
