It's not about who has made the offer and who has not. Can Liverpool buy him if they make PSG a bid below or 100m? I don't think so... PSG value him at least more than 150m Euro and they want to get back that value out of his sale. Until they get that amount I don't think so that they are going to sell Mbappe. Can Liverpool match that? - is a big question but given so far how much they have spent, I don't think Mbappe is in their plans (I could be wrong though).

Also even if they match that value they also have to convince the player so that's another thing they have to work on. I am inclined towards Mbappe to Madrid right now but not in this transfer window and maybe next year.

I agree with you, if you look at the progress shown by Chelsea which has led them in a positive direction, even a club like Liverpool will not be underestimated again next season. The two teams he’ll likely want to join even if he’s coming to play in the English premier league will be Manchester United and Manchester City. Those two teams are the only teams in the EPL now that can pay so much money to buy him and are also in good form even at the end of the last season. I also think like you, Mbappe is unlikely to move to Chelsea or Liverpool because these two teams are not at their best, especially since these two teams did not enter the Champions League this season. Since Mbappe's goal is to move away from PSG, of course he wants to be able to win the Champions League and his goal is Real Madrid at the moment.
