As for strongest in PL, I think United, Arsenal, City, Liverpool are strong teams. Throw in Newcastle and Brighton too. Chelsea also might improve a lot this season as compared to last season. Spurs might wobble a bit. About the teams promoted, I have my hopes high with Burnley in PL and I feel that they should finish top 15 at least.

The team you mentioned is still a strong team expectation in the season to start, I think Liverpool for now enter the top 4 places. 
Newcastle last season was a renaissance but I wonder if this team can survive again as I see their purchases are not so much in star players except Tonali from AC Milan.

Brighton will not exceed the teams you mentioned above, about Tottenham it seems they will not compete more tightly especially if Harry Kane really goes to Bayern Munich.

But my prediction is probably; 1 Man City, 2 Arsenal, 3. Man United 4. Liverpool.

Now with Pochettino's approach hopefully it will go well for Mudryk. He is one of those players who is up for grabs even though this seemed forced before but when he is up for big clubs it is a sign that he has good quality and it could be that Potter and Lampard's approach is lacking in this case so Mudryk's performance is not going well.

Overall it's hard to say for now, we'll see what happens in the new season, but at the moment my opinion on this player is the same, he hasn't proven anything yet. As Chelsea have had a good transfer window, we are in for a big change, I think a lot of people will be happy when Chelsea start to get back to the top

Mykhaylo Mudryk's first season at Chelsea didn't produce the performances that was expected of the Ukrainian star by the club's management and  fans and I think it was caused by the club's poor performance last season.
That being said, Mudryk has shown that he has all the qualities of a player in the preseason games so far. How he's been able to connect with Chelsea attackers has been a joy to watch. Under the tutelage of the current Chelsea manager Mauricio Pochettino, he'll sure have a great time at Chelsea

For Premier League favorite winning next season I don't think Manchester City and Arsenal only, still have Liverpool and Manchester United unpredictable teams become competitor become the winner next season, actually with Liverpool not participants in UEFA Champion League make them easily controlling players and give them more time rest for all out in domestic league.

Of course, these 4 teams are the strong teams in EPL, they are the top 5 in the last season. Don't forget to consider Newcastle, they are also a strong team in EPL, too. Even if they have no star players, they can okay solidly and consistently in the last season. They are very possible to surprise us again in the next season.

However, I still think that Man City is still the favorite to win EPL title again. Man City has the strongest squad, especially for the midfielders and attackers. There are no other EPL teams who have perfect midfield and attacking as Man City has. Moreover, Man City is still under Guardiola management, there should be no significant change in their game style and performance.

From Chelsea's performance in this pre-season, the club will be one of the best this season. The Blues has played five games without losing anyone. And the club seems to be filled with young quality players that have the capacity to compete for the EPL title this season.

I don't really think Chelsea will be fighting to win the premier league next, they ended the last season in a very poor position, they didn't even qualify for the champions league, what i thing their target will be next season is to end the league at a better position, i know their is a great improvement in the clubs performance, but i don't still believe that Chelsea can win the premier league next season. I still have the believe that Manchester united is having higher chances of winning the premier league than Chelsea. what i think Chelsea will be aiming for this season is for them to end the league in top 4 so that they will qualify for champions league.

By the way, Liverpool and Chelsea will have an additional advantage in the Premier League - both of these clubs will not participate in the Champions League (and Chelsea will not be in European competition at all) so they will be able to concentrate on one tournament. Liverpool may still be a little troubled in the Europa League even though I still feel confident they will pass the group phase easily but still their schedule will still be as much. but for Chelsea now they can focus on being in the competition in the EPL especially this is also a transitional phase for them where last season's performance will definitely still be a lot of people who are sceptical.

I think you couldn't give a better summary of the current Chelsea! last championship was nothing short of embarrassing for them and the fans, despite a fairly substantial transfer campaign it didn't produce the desired results, but now Pochettino has all the time he needs to get the team back on track and improve the performance they had last year championship, taking into consideration that they do not participate in any European competition they can use their energies for national competitions and it could be an advantage for them

I don't think also that Chelsea could compete Manchester City or United or Arsenal or even Liverpool this season. They made some signing to improve the quality of the players but this isn't enough. Management has to drive the team like Ten Hag did with Manchester United or Xavi with Barcelona.

Liverpool will be a seeded team, so they will have at least 2 very weak clubs in the group and the likelihood that Liverpool will not be able to qualify (even if they play all the games with a rotated squad) will be extremely small. I don’t hope for it to remain theoretically but we want to see it practically. They should prove it to us that they’re competent for the premier league title next season. They shouldn’t allow a lot of people put hope in them and let it go at the final stage when the league is coming to an end already like they did last season. If they can repeat what they did last season, I’m sure they’ll be among the title contenders but their commitment to hold on to pressure will determine if they can win the league or not.

Manchester City are the defending Champions and their squad is pretty solid and big. I think It will be between Arsenal and Manchester City again. I still have my doubts about Manchester United, but time will tell as we get into the season.
