i heard that he will retire after WC because feeling he is old enough and old enough to be at that level even neymar said that he will make this his last world cup according to DAZN.

That is interesting, I did not knew that a team could withdraw from the tournament after it had qualified, I suppose this was on the early days of the World Cup as otherwise I do not see how any of the excuses could make sense.

After all if the soccer association qualified their national team to the World Cup but they had no money they could easily raise it as the population will be happy to help and see their country represented at the biggest sport event around the world.
