It is dependent on the line of work. The industry. What if you are working for a gambling site? Having your phone opened while on work hours will give them good traffic so I think they will allow it too.
Back in my job before, I was also not allowed to take the phone inside our working station because of the sensitive information that our network has. The management cannot just let anyone copy them or they might do something inappropriate with it.
