Does this mean exchanges holding people's coins get paid too, and no doubt keep the extra for themselves?
No, known exchange accounts are on the exception list.

The stakeholder bounty script is now running for the first time. It reads all balances b, and pays out (b*0.1)/365 NHZ every day.
Payouts are delayed one minute to spread the fees over multiple blocks. Amounts <1 NHZ are not paid out. You have to hold at least 3650 NHZ to be eligible.

The faucet has been reactivated, but with far less coins. We just can't prevent abuse by 100%, so we have to reduce the reward for everyone It's still enough to send a few messages or sell some leftover assets, but not profitable to work around all the security measures.

I just added a nodes graph and pie chart about forging to the block explorer.
