The provided account does not satisfy the basic criteria for harvesting. Mainly it is related to the amount of NEMs within the account. Harvesting starts with at least 1000 NEM.

Is it as designed?

The easy way is: synchronize your computer clock with real time and then restart your nem software.

For new account balance you can start harvesting only after 24h.

That explains it. Will try it again tomorrow.
I think when I activated remote harvesting, there was a transaction with 1NEM fee for a short duration in my transaction window and then the transaction details are gone.
Not sure whether it still deducted the 1NEM from my account, may be someone else can give it a try.

It's test NEM. Real NEM will only be distributed after some serious beta testing has been done on the network.

If you mean when it will be converted to real NEM, then the answer is very soon.
