"A" and "B" books are those that are recommended. In order for a book to be recommended they must be in business for at least one year. Books that have been in business for 2 years or more are eligible for an "A" rating. This is due to the propensity of books that go under doing so within the first year and there are many that have gone under.
As far as ratings go, the most important criteria is safeness of funds. After security of funds other factors that go in to the rating are margins, speed of withdrawals, offerings, customer service and willingness of books to answer questions brought up in this thread.
The books rated have been personally tested. The bitcointalk forum is monitored along with other forums for as much feedback as possible from players. Feedback from players in this thread is important. Questions brought up in this thread will be looked into.
