No they aren't liable in any way. Like what you said there has been a “breach” on their system which mean UnionBank didn't intend this kind of thing to happen. Yung ganitong klaseng scam kasi is fraud which requires deceit from scammers to fool people at yun nga nangyari sa biktima.

For example is yung Twitter hack na nangyari na madaming naloko dahil mga influential people at verified accounts ang nagpost nito. After the hack you won't see both these hack accounts and Twitter as bring liable for what happened. Para mo na din kasing sinabi na kailangan bayaran ni Barrack Obama, Elon Musk, at Bill Gates dahil sa kanilang mismong Twitter account nang galing yung panloloko kahit hindi naman sila yung nag post.
They should be liable sa nangyari sa victim, as the breach happened on their side/ on their platform which is yung Unionbank messaging system nila where certain things shouldn't even be shared with such as OTP and notifications. We put our money to them as we trust them to secure our funds for such antics like this.
Your examples aren't valid as it happened on other platform which is a social media site but if those hacking happened on elon musk website or tesla and someone loss something then tesla would be liable for those attacks.

China has always been on the move when it comes to money and land expansion especially to those small third world countries that they can easily bully such as our country Philippines. And our president just keep letting them be and trying to act like we are friends with them which we all know we're not rather we're just slaves to them. Good thing that other countries are fighting back when China is up to something such as grabbing islands.

Last 2 years ago Bitcoin and other crypto have spike their prices that time due to high demand because of the sudden increase of popularity which affects the price of it temporarily. A lot of people lost their money that time when the price and the hype plummeted especially newbies who just got into bitcoin and other cryptos.
So yeah, bitcoin is in good shape right now, steadily going back to it's price point way back when it was primarily hype last 2 years ago.
Other than the price, a lot of technologies, websites, and exchanges have rise and come up for the past 2 years.

It looks like a scam or probably a big fish for them to catch players in which they can easily to persuade to play on their side. They are fooling those people who are easy to get that's why as a gambler we should be aware on playing in a specific website in order for us to avoid scams like that.
If it is reputed gambling site means more whales are playing there and also their wager amount is lot bigger, probably they could involve in selective scamming on big bets but if they repeating them means no one will be playing their so how they are maintaining as one of the biggest casino. So I guess this is legit typo issue if if they uses the right hash calculator then it is probably can be verified its fairness.
Most gambling sites are always claiming to be the one of the biggest casino and even showing big bets that won and lose to attract gamblers to hop in their site. They're probably keep on maintaining scamming people and letting some gamblers win and let them lose once they became greedy which is one of the weakness or even sickness of gamblers.
It's probably a legit typo but that could damage the website a lot as it affect their probably fair rules. And a 5$ compensation for a crucial issue that can compromise their site is garbage.

There are 2 ways na ang Union Bank ang magiging liable sa system breach na ito. Either the complainant will prove that the system breach was due to their negligence or inside job ang nangyari, either way this will involve a thorough investigation kung ano nga ba talaga ang nangyari. Since may nanakaw ng pera due to cyber crime we can expect that the police will be investigating this and maybe NBI as well dahil narin sa gravity ng pangyayari na ang system ng isang bangko ay nacompromise. Hacks like this can happen kaya hindi basta basta liable ang bangko sa pangyayari lalong-lalo na kung wala silang kapabayaan sa mga requirements and standards na binigay sakanila ng gobyerno.
UnionBank should be liable to this case as the phishing link came from their contact. There has been a breach on their messaging side which sends the victim the phishing link. Above picture clearly shows that the UnionBank messaging contact is legit as it also sends notifications such as OTP, transaction etc,.
On the facebook post where this came from, UnionBank already contacted the victim and reported this to their security department which indicates a probable breach on their messaging contact.

Yup, unionbank should be accountable sa nangyaring phishing na ito dahil sa kanilang part mismo nanggaling yung phishing website and the victim should contact the bank and ask for a full liability. Their system has been compromised or rather their contact number has been compromised which spread the phishing link.
It's either someone on the company done it or someone have gain access on their contact number which could be a huge security problem.
yan din ang pakiramdam nung nang post. na system breach ang nangyari sa part ng UnionBank. ang magandang balita ngayon after ko I check ulit yung post sa FB ay nag post ng comment ang UnionBank 16hrs ago at nag reach out dun sa nabiktima. ayon sa UnionBank nireport na nila ang nangyari sa cybersecurity at Fraud detection team para mag sagawa ng imbestigasyon.

Good thing na umaksyon agad yung UnionBank at nagreachout sa victim. I hope they return what the victim has lost and they upgrade their security so no such thing like this could ever happen.
They should also contact coins.ph and report the guy who receive the money. Give him what he deserve but I doubt na yung may-ari ng coins.ph na ginamit is yung suspect dahil na uso na rin ang buying and selling ng verified coins.ph account.

If it's not a transaction fee problem then it could probably as above said if your balance originate from recent transaction where your balance is there but some of your transaction isn't confirmed yet that's why you can't send them. Is it really not a transaction fee issue?

ang nakakaalarm dito ay according dun sa tao na nascam ay yung message ay nanggaling sa number kung saan sya nakakarecieve ng mga notification from UnionBank. kaya inakala nya na legit yung message at yung website.
Medyo next level na yung kanilang phishing na ginagawa dahil kahit mismong Union Bank contact number ang kanilang nagagamit para makapangloko. Dati kasi pagka phishing sasabihin mo na hanggat di nang-gagaling sa totoong email or contact number ng bangko nangagaling yung message alam mo ng phishing email/text ito pero sa ganitong sitwasyon na may access sila sa contact number ng UnionBank ay medyo delikado na ang lahat. Sa tingin ko kailangan umaksyon ang mga bangko dito or kung hindi naman nila ginawan ng agarang aksyon dapata maki-elam na ang Bangko Sentral dito kasi sa potential system breach mukhang madaming pera ang makukulimbat ng mga kriminal na ito sa kanilang pamamaraan.

Well i don't want to argue, how can anyone Making mistake. For me, i wouldn't hurry, sending back 1eth. I would rather try to find out the reason and source of that transaction. After verifying those thing properly, I'll take decision whether i should send back or not
Yes, finding out first if it is really a mistake since there is no way to know who the sender is. The only thing we can do is to wait and verify first all the information needed then sending it back should be done. I know saying it is easier than done, but we all know to ourselves what is right.
It would be almost impossible to find out the reason and who the sender is as transaction are decentralized. Anyway, if you are not really waiting for a transaction on anything and you receive a certain amount of ETH on your wallet then that would probably mean someone made a transaction mistake or someone who knows your address probably sent you that ETH. Either way, it's up to you to decide whether to return it or not. Probably not and keep it secret as it is not your fault but people will think they'll return it as a goodwill kind of answer.

Greetings all..

Newbie here learning tough lessons the hard way.  Off to a rough and costly start.  There are an awful lot of dealers on the web that are nothing but scam websites.  Almost all dealers only accept crypto and that alone is an invitation for fraud since nothing can easily be traced.  I have managed to find a couple scammers and have lost a nice chunk of change to them (will pursue legal recourse) but only one is here in the U.S.   I have also avoided a couple "dealers" due to bad reviews found on review sites.   Thank God for them.  

I wondered where to find a list of reputable dealers which are legit, offer decent prices, and do what they say they will.  It's terrible to say, but the most honest dealer I've dealt with has been a Chinese dealer.  I'm amazed at the dishonesty and criminality of so many dealers.

So... trying to avoid risks and find a dealer with decent prices, quick delivery and response, and above all else, legitimacy.

If there is a thread... please point me to it.  If not anyone have recommendations.

You can try and check the Goods section here at bitcointalk and if you are able to find a great deal here then contact a few reputable people/users to holds funds or be the escrow ( just be ready to pay for there fees as escrow aren't free but you'll be sure that your funds will be safe in case of scam)

How will the restrictions on Tiktok and Wechat in the USA. cause a growth of VPN? I don't catch your reasons for the statement. In China, there are strict control and management from Chinese governments on local Internet but in the USA. things are not like that. TikTok or Wechat is only one of app, even big ones but I don't think they change anything on the Internent globally.

There are news that Microsoft, Twitter plans to buy TikTok.
I guess, his point is about the use of Tiktok, Wechat and other application or website that are banned on certain countries which can be cause of growth of VPN but I too think that it won't even matter as the majority of the users of VPN use it for additional protection and safe browsing. US doesn't even use WeChat as it doesn't provide the same features as China uses it. US have other apps that has the same use of WeChat for transaction and communication. Tiktok may have influence US and even provided some people sponsorship for their content but it won't matter as those sponsors will back out too due to the banning.

I want to say that a decentralized VPN will be in demand in any case !
This is only one of the reasons . I myself use it on my Android smartphone and I must say that it is quite convenient
It's quite a unique idea to involved cryptocurrency for a decentralized VPN but I don't really see that it will be as in demand as there are a lot of major VPN companies that are already out there.

If you read some rules regarding some exchanges, they are displaying that do not place too much tokens or coins that is held there for a long time. This means that exchanges are made for exchanging. You only use them for a small amount of time and not that long because those wallets are not specifically made for holding them for too long. Exchanges can encounter problems and you can avoid them by only using them when you need to.

Karamihan ng mga pilipinong narito ay may iisang layunin lamang, na ang kumita subalit ang kapalit nito ay mga mababang kalidad na mga post.


Anyway, what you've done in translating this is great but making 2 thread and locking the other one rather than editing could be consider as spam as it only helps you to increase post count.
Another thing, I've notice is that you replied on the original thread in three times rather than one with all the questions and message to it which obviously helps you to increase post count again.
