You can ask for donations or a do a kick start campaign. Those two come to mind off the top of my head.
What section can I ask for donations? Do not waste your time begging for money. If you want to try spending bitcoin then set up an account at an exchange in your country. Fund it and buy some on the open market. Any other system is fraught with hazard. Bitcoin is just money. So think how you would get say Euros in the U.S.A. You could buy them, earn them by working, sell something. But there is no special thing about money and begging is highly likely to get you branded as a scammer.

If you discovered a way to double bitcoin in seconds, after the site was open for a few hours no less, then why would you tell anyone? If true you should be able to own all the coins on Earth within the month. It makes no sense at all.

The only thing needed to for a currency is a belief in the value of that currency. Sine people do not believe for no reason we can look at what makes a good currency and why it warrants our faith.
1. Fungibility - each unit is the same as any other. 2. irreproducibility - it is not cost effective to counterfeit. 3. scarcity - supply must not exceed demand by a large margin.
To make a currency better than Fiat, like the dollar, it should also be...
1. Fair - not under the control of anyone. The price, the supply, the distribution are beyond any ability to control.
2. Digital - this is really only better when transacting electronically. Since most of your money is now done on computer networks bitcoin is generally better in this regard.
3. Universal - only bitcoin can pay anyone anywhere. No matter where in the world the parties are.
The real question is whether or not fiat money will survive.

Value is derived for greater reasons than our desire for a high price. On what logical basis is bitcoin currently worth 200K? None.it has been determined by the market that a better valuation is about $420.

Credit cards take days or weeks to confirm. Bitcoin is confirmed in minutes. Credit cards do not lend themselves to such a transaction because they are not secure enough. Remember a credit card transaction is just an I.O.U.

Always the fear of banning bitcoin. Yet not a single person has show how this would work. I suspect it would work about as well these other proud bans from American history: 1. Ban on race mixing 2. Ban on drinking alcohol and other drugs 3. Ban on homosexuality 4. Ban on private ownership of gold 5. Ban on women voting 6. Ban on per-marital sex Good luck banning anything.

Thanks for the responses guys. Could it be that the confusion is not only with us but also with Russia? Perhaps they are in the "WTF is this?" phase and officials are sending mixed messages as they try to figure it out. I know early on some U.S. officials were saying bitcoin is illegal based on their poorly informed ideas about it. It would be sad if we saw actual arrests or fines for using bitcoin in a legal way.

I would put the chance of that happening at zero chance. We cant even come to consensus about something that absolutely must happen, much less agree to fork the most unpopular idea in bitcoin.

Can we hear from someone who is operating a legal bitcoin business in Russia? Can someone who has a money transmitter license inform us. I'm confused because I have never heard of Russia having such a licenses, like in the U.S. Not that I would know.
I also see no exception in the writings of this document. It specifically says that using bitcoin is a crime. I'm also unclear as to what this document is. A proposal, an advisory note, a bill to be voted on? What is it?

A bright spot in this type of threat is the difficulty of the operational phase. One can make a threat to do something like this with total anonymity. But to carry out the attack would be to greatly expose yourself after having tipped off the authorities. The sentence for such an act would be very severe and probably would not pass a cost benefit analysis.
I think the point is not to carry out the attack, but gain from the mere threat. Like ransomware, most people probably don't pay, but if you make enough attempts some will. It's true, the cost per attempt is higher than ransomware, but it isn't as high as an actual attack. The use of fake bombs could greatly increase the chance of payment. Extortion in general is made so much easier when the problem of money transfer is removed. That really seems like the biggest issue in extortion. Oh yeah, I agree. But unlike ransomware an attack can not be carried out without risk of exposure. With a cryptolocker ransom the actual hostage taking is also accomplished without exposure. There is no calling the attackers bluff with a ransomware operation because they can prove they are not bluffing.

Maybe we should tell Isis leave Bitcoin alone, you guys can use Dash. Bitcoin is for good people, dash has better privacy protection.

Of course if the criminal knows how to actually use bitcoin then you will have no clue what has happened and no records of any value remain. Fortunately, criminals are generally quite stupid.

Since you are new, here is how a bitcoin / PayPal transaction goes. - 1. You send bitcoin to the PayPal receiver.
2. The receiver is never heard from again.
Sometimes it goes like this: - 1. The PayPal receiver sends you paypal money.
2. You send your bitcoin to the receiver. 3. The receiver does a chargeback and is never heard from again.
Good luck man. I am not optimistic about the chance of this ending well.
