You should never rely on someone else to keep your BTC secure. If you don't mind sending them your dox and answering personal questions, it should be OK for buying/selling BTC. I wouldn't recommend them for day-trading unless you only do so with small amounts that you wouldn't mind losing in the unlikely but possible scenario of Bitstamp ending up like Gox, and I would first make some inquires to check whether they have fixed their trading engine.

When someone tries to send a private message to someone who has blocked them, do they know if their message will go through or not?
I think they get a red font message "User <user> has blocked your personal message." IIRC.

You definitely can get in trouble for paying people for installing the client and generating an address. Been there before.
Incentivizing people to post insubstantial posts can get you banned, paying them to generate addresses without posting those addresses on the forum is OK. You also shouldn't be encouraging people to send unsolicited PMs spamming your altcoin. Other than that, I don't really see a problem. If you're not sure you can always ask.

Banned. You can tell your customers to click "Report To Admin" in the lower right corner if they ever again receive such PMs.
