Localbitcoins is probably your best option, although you really have to be careful. If you have an interac bank card I would get it from quickbt.com. I've used them before and their service is pretty fast but they do have a small fee.

You are correct. You don't need a license. The only reason to get a license (the license is probably not even legitimate) is to make your site look better.

Luckyb.it is addicting as hell. I've actually made over 0.8 BTC from it, I just reduce my bet once I win, until I lose, then right after I lose I bet high. It isn't supposed to work in theory but it works for me. Its so suspenseful and gives me a rush every time I play it. Theres really no reason to use that exchange. Do they have any special features? Other exchanges probably offer exactly the same experience except that they are trusted by the community.
