I guess that Legendary rank is chosen randomly, and is not based on activity points unlike many other ranks. I think that Legendary rank is after 700 points (correct me if I'm wrong).
It's not (fully) random, 775 to 1030 is the window in which an account becomes legendary. There's a thread somewhere in meta listing the luckiest and unluckiest users based on that range. My rank has been updated. I'm now a legendary member. Pleaseupdate my status on the spreadsheet.
I cant open an additional legendary spot right now, but I can keep you on hero rates, if you want to.

Yes, the contest cash prizes can be directly withdrawn, invested, tipped, gambled, whatever you desire to do with them. Obviously, the lottery ticket prizes cannot be converted, but should you be lucky enough to win the lottery, you can withdraw those funds too, without any further requirements.

You could call those "wretches" running the forum (being theymos) themselves scammers, if you want to. Scandal Source says Theymos scammed 6000 BTC, worth $14.8 million dollars today(Obviously that topic is pure bullshit, yet it still exists, as it's not breaking any forum rules. No, I'm not facilitating the creation of spam/troll topics, just giving examples of how moderation is executed.)

It's already archived (On this forum, archiving means the topic was moved into the Others -> Archive section). If the bitcointalk administration doesn't believe this topic should get such a treatment, I request its Subject to be changed to "Is A-ads scam?" or something less demeaning because at the moment it's simply unacceptable.
AFAIK moderation/administration doesn't manipulate content like that. This is a forum, meaning content is provided by the users and as long as its within the lines of the forum rules, there's no moderational involvement needed.

As the topic's a frequently discussed one (especially recently with a few other sides holding ICOs), I've already given a short statement of my opinion regarding the matter: Do you plan on having an ICO at any point?
Disclaimer: Personal opinion below, do not mistake for official statement from CG regarding this. I'm a huge fan of cryptocurrencies and I think blockchain technology can improve a lot of aspects of our life over the next few years/decades. But, there are limits. And I dislike the current situation where everyone tries to run an ICO for things that do not need to be "tokenized". Before creating (and investing into) a token/ICO, we should ask ourselves one simple question: Does making this a blockchain token improve how it works? If a token can provide additional features and improve the experience for users, that's great. But if not, and if there's a concept being squezed into a token simply because ICOs are currently raising amounts way higher than any regular crowdfund/non-ICO funding, then I'm out, because that's not what I'm looking for and that's eventually going to collapse and fail.
