I do not understand what you mean. Why should inter milan offer Lukaku to Chelsea, while Lukaku is a Chelsea player and he loaned to Inter milan last season. I don't think Inter milan has enough money to buy Lukaku from Chelsea. Lukaku is indeed very integrated into the Inter Milan game, even at Inter Milan, Lukaku was able to show his best quality compared to his performance at Chelsea. Speculation over his future is still a question mark and today maybe his loan spell with inter milan is over and he has to return to Chelsea again. I don't think Inter strongly doubts Lukaku's usefulness for the team, I think Inter doubts the expediency of paying such a sum for a player. Summer is still quite a long way away but it looks like Paul Pogba is not going anywhere this season and he will be staying with Juventus for next season. As we know, Pogba hasn't done much since last season and had to spend his time due to a severe injury that forced him to step aside early last season.

You are right that Nicolò Barella played quite a lot at Inter Milan with 35 appearances and produced 6 goals and 6 assists, so it is understandable when he prefers to stay at Inter because it is more fun to be a main player because when he moves to another club he will need time to adapt and sometimes not a few players fail at their new club.
What Inter Milan will be concentrating on right now is their striker who is still on loan, because there is no certainty about Lukaku, if Inter Milan still insists on getting the player then they must be prepared with the funds requested by Chelsea, if I'm not mistaken, it's around €40.00m, Inter Milan might get funding if Marcelo Brozovic goes to Al Nassr but the offer sent down by the Arab club makes Inter reluctant to let go of this defender, so Inter had to find a way to get funds to be able to make Lukaku permanent.

It looks like Napoli are likely to keep many of their talented important players in the team this summer. There is still no offer for Kvaratskhelia and Osimhen as far as I have seen. Kvaratskhelia's market value is much lower than Osimhen but it is still 85 million euros. Not many teams would be keen on signing him both players right away. Especially Osimhen's departure is much less likely because the teams interested have to pay at least 130 million euros for his fee.

Kvaratskhelia's contract is until 2027 so there is no problem about keeping him for a long time. But Osimhen's is ending in 2 years. He might leave for free if Napoli wait for that long. I assume he wouldn't like to end his career at Napoli.
