is there a gui wallet for decred yet ?

Still in development, hopefully a working GUI wallet will be available by the end of this year.

at this speed more likely GUI will be finish at the end of 21st century  Grin I will say my great-great-great-great grandsons that download it  Grin

When they do finally make a wallet with a working GUI available the price will probably pump. Ordinary people will start getting interested if they can install a GUI wallet, then they will start buying. Until the wallet is available it will be mostly people with command line skills taking an interest, and they have already bought.

I bought some tickets and used a stakepool, but all of them are being submitted as missed. Is this a problem with 1.6 wallet? I even left the wallet on and unlocked.

If you are using the "official" stake pool i belive they turned off the purchase of new tickets some time ago

Official GUI wallet is under active development, first release targeted to Windows users.
The linked one (above) is for Linux (and probably Windows and Mac).

The coin is Good but the only problem is the Dev subsidy. By the time the POW/POS phase ends they will have 2-3 million of coins just from this lol. You need to wait years to turn those 23 btc into anything significant.
