Sweet!  Ya I remember those days too, I was FidoNet node 1:207/107 for a while, as well as a WWIV node too.  I did a bit of accoustic coupler calling with a 132 column printing daisywheel TTY that my dad brought home from work.  Was really noisy, had to keep the accoustic coupler away from it or it would pickup the noise and start printing garbage which would make MORE noise and print MORE garbage, kinda like speaker->mic feedback...heh...

had a lot of spamming and trolling on another forum i'm at.

I can see how trolling would be a problem. A lot of lazy people are unwilling to put their heads down and plow through all the resources and tutorial and tools available .They'd prefer someone hold their hand.

theres the two sides of it. for sure there are many users just preferring someone holding their hand and this is their good right.
but its good to have the restrictions because these people will wait and do something for their help.
trolls won't.

I can understand some restrictions but this seems a bit excessive. Am I to gather that it was worse than this before. Trolls will always find a way.
