Thing is, this is something we can actually change at the municipal level. So often the root causes of problems seem so far away, but city councils and mayors have the power to instruct chiefs of police to abandon "deliverables" (as if public safety were some widget), to de-emphasize "measurable performance metrics" that lead to contact quotas. This does not even mean being "soft on crime", just stop hassling folks over nothing ffs.

I don't think there's much doubt that law enforcement must be demilitarized, except for the use of special weapons in special circumstances with comprehensive investigation and accountability into their use. Until demilitarization can be accomplished, there at least should be military-level controls on law enforcement violence. There should be Law Enforcement Police, equivalent to Military Police, and Law Enforcement Court Martials to keep law enforcement officers under control. Just as there are no soldier unions to fight the military, there should be no law enforcement unions to fight society.
