From that description it's not completely clear to me who can receive help from the special fund and who can support the special fund.

Because of the words "these campaigns" that refer to "important projects" it reads like charitable campaigns can donate to the special fund and commercial campaigns cannot.

Yes, it's been reiterated several times on past few pages that Kickcoin will be used for in game purchases.
